This deal includes extended licensing. This means that as well as using these resources within personal and commercial projects, you can also use them in designs/products that you resell. Here is some further clarification:

Use these resources within personal and commercial projects, as well as items for sale. The resources must be used within a wider design though, and not comprise the entire design. This can include, but is not limited to posters, t-shirt designs, digital goods, merchandise etc…
You can’t:
Resell these resources/files directly, or within items/goods where they can be extracted in their original form.
Share these resource files with others. This is a single user license. Please contact us to enquire about multi-user licenses.

I think this part of the license is causing confusion: When used as part of a new work, there’s no limit to the number of copies of the new work that can be distributed so long as the copies are not offered for sale
At first read that makes it sound as if one cannot use your products if you sell what you make. I THINK what it means is, for example, you can’t sell the rights to an altered photo using the brushes to Wal-Mart, then they print and sell copies of the photo. The variations in interpretation come with things like scrapbook kits, craft sheets, or photo cards.
Some people have small home businesses where they use purchased scrapbook kits to make scrapbooks for clients. The client never has access to the kit itself, and only receives flat, printed, finished pages. To some that is selling a copy, to some not.
Craft sheets are similar. Some people make a bit of extra money selling finished greeting cards at craft fairs and such made from purchased craft sheets. The people they sell to never have access to unfinished sheets. Again, some consider that selling a copy, and some do not.
Photo card templates run into the same issue. If a photographer purchases a template, adds a family portrait to it, and sells only finished cards to the client, is that selling a copy? Some say it is, some say it isn’t.
Some designers take a middle ground. It’s OK to sell the above items created with their resources with the possibility they will be used by a single person in their own small business, but not where items are mass produced on commercial presses and assembled by employees. Put another way, Grandma can buy some craft sheets and make and sell a few cards for a bit of spending money, but Hallmark is out.

Is everything compatible with PSE11??? I don’t have photoshop (yikes, too expensive for me) and this bundle looks fantastic! But if I can’t use it with PSE I don’t need to purchase it. Thanks for your reply in advance.
Hey Liz. Yep, that should be no problem. The bulk of the files are .png, .psd, .jpg. .eps and .tiff, which are all compatible with PS Elements. Enjoy :).

The non-resale applies to reselling the items directly, which is quite a standard license. They are fine for commercial and personal usage though.
